Biography

Louise jointly leads Social Finance’s international development team – designing, developing and delivering payment-by-results and social investment structures for a range of clients including DFID, USAID, Grand Challenges Canada, the Global Innovation Fund and the Shell Foundation, in both sub-Saharan Africa and South Asia.

In the UK, Louise has led high impact projects on financial inclusion, homelessness, health and regulatory reform for clients including HM Treasury, the Department for Communities and Local Government, the Greater London Authority and a number of leading charitable trusts and foundations.

Before joining Social Finance, Louise led the Eastern European programmes of ARK where she worked with government and service providers to accelerate the reform of child welfare systems towards family-based care in Bulgaria and Romania.

Louise is a regular speaker on payment by results and Social / Development Impact Bonds – recent speaking engagements include high profile events at the World Bank, USAID, DFID, WHO and the Brookings Institute.

She holds an MPhil in International Development and a BA in Philosophy, Psychology and Physiology from the University of Oxford.
