Bethan Phillips

Bethan joined Social Finance in 2022 and is part of the International Team, where she supports a portfolio of innovative finance programmes, including outcomes-based finance, development impact bonds, and blended finance initiatives.
She has experience working across a broad range of sectors and geographies. Recent projects include supporting the development of the WHO’s Health Impact Investment Platform — working with partners to co-design, mobilise, and operationalise the initiative; advising a major UK WASH charity on how innovative finance can drive more sustainable outcomes in Africa; and collaborating with the Inter-American Development Bank to design two outcomes-based contracts aimed at improving education outcomes in El Salvador.
Previously, Bethan spent 18 months in Social Finance’s Health Team, where she contributed to Macmillan’s Social Investment Fund and explored innovative finance solutions to improve outcomes for people with dementia and those at the end of life.
