David Russell

David joined Social Finance as Health Programmes Director in 2026. He has over fifteen years of experience in senior voluntary sector and NHS roles — leading national transformation programmes, policy and strategy development.
David brings a track record of designing and delivering complex strategic programmes such as the national hospital at home / virtual wards programme, Ageing Well, urgent community response and the NHS 2019 Long Term Plan and interim Workforce Plan.
David is also the Chair of Trustees for the intergenerational arts charity Magic Me and is on the steering group for the NIHR Funded DECIDE (Digitally Enabled Care in Diverse Environments) research centre, a partnership between the University of Oxford and RAND Europe. David holds an MSc in Healthcare Leadership and an MA in Modern Literature.
