Rob Mills
Rob Mills is an Executive Director who co-leads the international team on strategy, business development, income generation, and staff growth and performance. Rob focuses on improving access to basic services for low-income households, including energy, water, sanitationm and clean cooking. He advises donors, foundations, social investors and private enterprises on using innovative finance and market-based approaches to deliver better social outcomes.

Rob previously held a senior role at UK energy regulator Ofgem, where he was responsible for the UK’s cross-border infrastructure investment regime, as well as for leading policy work on European energy markets.
Rob worked for eight years at the World Bank, originating and managing a large portfolio of energy investments in southern Africa and advising governments on policy and regulatory reforms.
He spent four years in Brussels at a development finance think tank and later worked for the Prime Minister’s Strategy Unit.Rob started his career at strategy consulting firm Oliver Wyman.
