Silvia Molino is a research leader and strategic consultant specialising in health, care, and public services, with expertise in evidence-based system change. She is Research Lead for IPS Grow. Her work bridges the gap between communities and systems, ensuring lived experience and robust evidence inform strategic decisions, innovation and service design.
Silvia joined Social Finance in 2025, bringing extensive experience across the NHS, local government, and private consultancy, delivering high-impact studies on health inequalities, service transformation, primary care, workforce development, and population health. She is skilled at building strategic partnerships across sectors and has led award-winning projects that amplify community voices to drive service innovation, culture change, and sustainable improvement.
Silvia is focused on working with people with lived experience and frontline staff, advising senior leaders to develop strategic, operational, and organisational solutions grounded in evidence. Her previous work has contributed to national priorities such as CORE20PLUS5 and the NHS 10-Year Health Plan, strengthened best practice in systematic engagement across ICSs, ICBs, and Local Authorities, and informed service improvement through human-centred, evidence-driven approaches.By combining rigorous research, lived experience, and policy analysis, Silvia provides holistic and actionable solutions, helping organisations transform services, widen access, and advance health equity, improving outcomes and driving positive social impact.
