Social outcomes contracts & system strengthening: A conceptual framework

Published: 22 September 2022

How might outcomes-based partnerships help to build broader and longer-term capacity for effective policy implementation?

As part of Social Finance’s partnership with Government Outcomes Lab (see our ecosystem and service provider readiness frameworks), this working paper draws on research and lessons from social outcomes contract practitioners and mainstream results-based financing (RBF) programmes to propose a framework for evaluating and designing the system strengthening impacts of outcomes-based contracts. It is intended for use by researchers and evaluators, practitioners and governments.

Read Louise’s blog on the paper or watch an introduction to and discussion of the framework at the GO Lab Social Outcomes Conference 2022.
