Deb Penglis

Deb joined Social Finance in 2024 and leads the IPS operational functions supporting the national expansion of Individual Placement and Support (IPS).

Her career spans the education, local government, and charity sectors. Deb began her professional journey working on the frontline in schools, supporting young people with special educational needs. More recently, she has held leadership roles in local government, where she led large teams to deliver cross-organisational operations and drive transformation.

Since joining Social Finance, Deb has played a key role in launching both the NHSE Expansion and DWP Connect to Work programmes.

Deb is passionate about building organisational processes that empower people to do their best work, as well as fostering team cultures rooted in kindness, feedback and continuous improvement.
