We are seeking a CIC Lead who will divide their time between two core responsibilities. First, the role will provide leadership for the day-to-day operations and long-term development of the CIC, including securing additional funding and investment into the WHNI CIC as well as coordinating internal governance and external partnerships. Second, the role will provide strategic development and oversight of the Anchor Offer’, working closely with community partners to lead co-design of inclusive services, build capacity, and ensure community voice shapes the WHNI CIC’s investment portfolio. 

The Opportunity

The West Hertfordshire Neighbourhood Integrator Community Interest Company (WHNI CIC) is a Company Limited by Guarantee, with Social Finance Ltd as the sole member. Its purpose is to support the health and wellbeing of people living in West Hertfordshire. It has been developed in partnership between Social Finance, Macmillan Cancer Support (Macmillan), West Hertfordshire Teaching Hospitals NHS Trust and West Herts Hospitals Charity. Macmillan have also committed to provide the WHNI CIC with social investment and additional grant funding to develop and support its work.

Our Model — WHNI CIC

Macmillan’s commitment to the WHNI CIC of social investment is in the form of repayable grant to fund healthcare services that are in line with their charitable objects and strategic objectives. The WHNI CIC will contract with West Herts Teaching Hospitals NHS Trust to provide funding initially for a Proactive Anticipatory Care (PAC) service for frailty, to be rolled-out across four localities. If specified outcomes are achieved, West Herts ICB will make payments to WHNI CIC, which will be used to pay for further services and thereafter to repay the Macmillan grant, with returns being capped at the value of the grant. If WHNI CIC has generated insufficient cash to be able to repay the grant on the due date, the grant will not be repaid. Since this is not traditional debt, inability to repay the grant will not make WHNI CIC insolvent. Funding has also been allocated for a subsequent service to be designed and developed as part of the Anchor Offer’, see below.

The CTF model differs from previous forms of social investment that Social Finance and Macmillan have together undertaken, in that it will establish a vehicle to attract additional investment to fund services into the future, remaining in a place (West Hertfordshire) in perpetuity. To realise the potential of this legacy, a full-time CIC Lead will lead on operational and governance aspects of the WHNI CIC working closely with the Board Directors, as well as overseeing elements of the Anchor Offer’. 

West Hertfordshire Anchor Offer’

Our work so far has shown that voluntary, community, faith and social enterprise (VCFSE) organisations have unique insights and trusting relationships with the communities we’re trying to engage. Therefore, a key element of our development approach will be working with VCFSEs to co-design services and provide support to enable these organisations to become trusted delivery partners. Service co-design will support the co-design of the PAC service, as well as developing new service propositions that address unmet needs in the aging population in West Herts and those living with cancer and other long-term conditions.

We anticipate that service enhancements and investment cases that the WHNI CIC considers will clearly demonstrate how services will address health inequity, and how VCFSE organisations are involved in their design and delivery. As well as providing social investment for WHNI CIC to initiate services, Macmillan will also fund this co-production and wrap-around support to the enable capability of VCFSE organisations to play this role, known as the Anchor Offer’.

West Herts Hospitals Charity will be the recipient of the grant funding for the Anchor Offer’ and be a key delivery partner. Therefore, the CIC Lead will need to work closely with the Charity as well as other local stakeholders. The CIC Lead will play a key role in coordinating governance for the Anchor Offer’, as well as ensuring alignment and integration with the Operational Steering Group for the PAC service and the Advisory Group.

Responsibilities

CIC Responsibilities

Strategic Development and Relationships

  • Lead engagement with investors and grant-makers to raise monies to fund new social investments and sustain the WHNI CIC as a going concern more broadly.
  • Oversee the day-to-day running of the CIC in West Hertfordshire, spending regular time on-site (at least one day per week).
  • Build credibility and trust through transparent and inclusive engagement with system stakeholders.
  • Lead operational coordination, aligning internal stakeholders (e.g. CIC Board members, accountant) and external partners (e.g. Social Finance, West Herts Hospitals Charity investors).
  • Lead the transition of CIC membership from Social Finance to local or community-based leadership within two years.

Governance, Delivery and Oversight

  • Ensure the CIC operates in accordance with its Articles of Association and complies with all legal and regulatory requirements.
  • Ensure robust financial systems are in place to support accurate invoicing, timely reporting, and smooth fund flow, including coordination with the CIC accountant and Social Finance team.
  • ·Maintain and oversee governance structures, including the CIC Board, Advisory Board, and Operational Group.
  • Organise CIC Board meetings, set agendas with the Chair, and ensure effective meetings (with administrative support).
  • Monitor the performance of contracted support and operational and financial delivery partners, escalating performance concerns as required to the CIC Board
  • Support the development and review of financial models and where appropriate oversee the development of new investment proposals, providing commercial assurance, validating assumptions, and challenging projections as needed.
  • Support learning partners to measure the effectiveness and impact of the Anchor Programme and the WHNI CIC more broadly
  • Oversee the implementation of impact measurement frameworks and ensure regular reporting to the CIC Board and other stakeholders.
  • Ensure alignment with other relevant governance, including South & West Herts Health and Care Partnership and West Herts Hospitals Charity Board of Trustees

The Anchor Offer and VCFSE Responsibilities

Strategic Development and Relationships

  • Work in close partnership with West Herts Hospitals Charity to support effective oversight of the programme and robust management of the Anchor Offer’ grant
  • Work closely with local health systems and VCFSE partners to identify unmet community needs and opportunities for new service provision.
  • Lead the collaborative development of high-quality service proposals or service enhancements from the VCFSE sector that support the PAC frailty service and other investable service proposals aligned with CIC and health system priorities.
  • Lead activity to build the capacity of local voluntary, community, faith and social enterprise (VCFSE) organisations to participate in service delivery and social investment through training, mentoring, and support.
  • Establish and maintain strong relationships with grassroots community groups to ensure services reflect lived experience, as well as other relevant stakeholders, including West Herts Trust, Macmillan and Social Finance in respect of the Anchor Offer
  • Lead on the promotion of a co-design and equity culture, ensuring that community voices shape the CIC’s investment portfolio.
  • Provide mentoring and training to colleagues and partners on social investment principles and CIC operations.
  • Support wider system understanding and capability in outcome-based funding and investment approaches.
  • Communicate effectively with diverse stakeholders, adapting language and style to suit different audiences.

Governance, Delivery and Oversight

  • Coordinate the involvement of the VCFSE sector in all aspects of service design and delivery of the Anchor
  • Oversee the presentation of new service proposals to the CIC Advisory Group for consideration and approval.
  • Encourage in-person site visits with key stakeholders and ensure regular governance meetings to strengthen relationships and increase visibility.
  • Report regularly on the impact of Anchor-led initiatives.

About You

Experience

  • Experience of working with or within health systems with an understanding of processes and systems associated with service delivery
  • Experience of developing and delivering fundraising and investment opportunities (for example, grant-based or investment bids to charities, foundations or philanthropic organisations)
  • Experience of developing and managing cross-sector partnerships, including collaboration with public sector, legal, financial, and community stakeholders.
  • Experience of overseeing financial modelling, risk analysis, and investment planning in complex programme environments.
  • Experience of commissioning, contracting, and negotiating with external partners and professional advisors.
  • Experience of designing and delivering programmes that prioritise equity, lived experience, and inclusive service design.
  • Experience of presenting proposals and performance updates to governance boards or advisory groups.
  • Experience of supporting capacity building within organisations or communities in multi-agency settings.
  • Experience of developing and delivering programmes in partnership with community-based or place-based institutions.
  • Experience of facilitating inclusive approaches to service development that reflect community needs.

Knowledge

  • Knowledge of the UK health system and potentially the local health system in West Herts as well as broader knowledge of public health theory and approaches
  • Knowledge of social investment markets, investor types, funding mechanisms and innovative funding approaches
  • Knowledge of financial management, including key accounting principles such as profit and loss, balance sheets, and cashflow.
  • Knowledge of legal and regulatory frameworks relevant to community interest companies and social enterprises.
  • Knowledge of governance best practices, risk management, and investment assurance.
  • Knowledge of impact measurement and how to align metrics with strategic and operational objectives.
  • Knowledge of collaborative and iterative programme development methods, including how to align delivery with stakeholder priorities and risk appetite.
  • Knowledge of inclusive engagement and co-production approaches in public and community-based service development.
  • Knowledge of the operating environment and role of voluntary, community, faith, and social enterprise (VCFSE) organisations.

This is a 12-month fixed-term contract with Social Finance. The role is expected to transfer to the WHNI CIC after the initial 12 months, becoming a permanent position pending successful setup of the CIC and continued funding.
