Our Executive Leadership Team

Caroline was appointed Chief Executive in August 2025 after leading the Social Finance Team as Interim CEO for seven months. 

Katy is Social Finance’s Executive Director for Investment & Partnerships. She worked in the NHS for over 20 years, and is a skilled collaborator who is passionate about driving systemic transformation by supporting national charities and place-based organisations to develop health and social care solutions that work for both communities and the NHS.

Mel is Social Finance’s Director of Human Resources. She joined Social Finance in the early days just as we were launching the world’s first Social Impact Bond (SIB), and played a significant role in setting up and running the One* Service in Peterborough.

Nadine is Social Finance’s Executive Director for Government, Strategy and External Affairs. She leads our portfolio of work supporting the public sector and brings a wealth of experience from her career spanning central government, think tanks and global and UK consultancy.

Niall O’Reilly is the Executive Director of IPS Grow at Social Finance. Niall leads our work with the UK Government to expand the use and oversee the implementation of the Individual Placement and Support (IPS) model.

Rob Mills is an Executive Director who co-leads the international team and has broad responsibilities for strategy, business development, income generation, and staff growth and performance.

Sara is Executive Director for People and Innovation at Social Finance. She leads our organisational transformation and innovation agenda – championing approaches that centre community voice, and challenge traditional power dynamics. Sara leads our work on early inclusion and has pioneered new evidence-based approaches for children who are currently invisible in services.

Shivani Kaushike advises Social Finance on strategic Governance, Risk & Compliance (GRC). She holds the FCA regulated roles of SMF16 and SMF17 for us and works closely with the board and staff, providing balanced views on GRC matters. Shivani designed and developed our first overall Principal Risk Framework and Risk Management Processes, as well as establishing our Audit Committee. 

Tayo Leigh is Executive Director of Finance. She leads the organisation’s financial strategy, governance and sustainability to maximise impact across complex social challenges, align resources with mission-driven priorities, and embed robust governance. She brings more than two decades of commercial and not-for-profit strategic finance leadership, spanning global brands, creative industries and social enterprises.

Toby co-founded Social Finance in 2007. Having led teams to deliver some of Social Finance’s most pioneering work, including the world’s first Social Impact Bond, Toby’s focus now is developing and building out new areas of impact.
