We’re helping 15 local authority areas redesign systems and services to provide better support to adults experiencing multiple disadvantage.
We help our partners design, fund and scale solutions to complex and enduring social issues. Our pioneering work delivers lasting and widespread change that improves the lives of people and communities in the UK and globally.
We’ve been doing this since we created the world’s first social impact bond in 2010 – a totally new approach to funding and delivery, in which investors are repaid only if and when services improve outcomes for people. Today, this is just one aspect of what we do.
Under one roof, we have the skills and experience to enable our partners and the communities who need things to change, to have real impact that lasts.
Systems and services are failing people and failing to address issues.
The human and economic cost of that failure is high.
Issues are complex, interrelated and seem entrenched.
Services are not joined up and people are falling between the cracks.
Budgets are fixed, but services need to achieve more for communities.
We partner with local and national governments, commissioners, service providers such as charities, socially-motivated investors, funders and philanthropic organisations. Our partnerships include the people and communities who know what’s not working and what needs to change.

The Wellcome Trust team
We help with finance, strategy, design, data, and building partnerships. We blend our skills in different ways to offer a bespoke response to specific social challenges.
We use data and digital to help services work more effectively and efficiently, so they can empower people and communities – especially those that are marginalised – and improve lives. We build safe and trusted data and digital tools to help services work better for people.
We run financial analysis and use investment tools to understand the costs in a system. We look at how money flows around an issue and how this can change to achieve better outcomes for people – introducing socially-motivated investment, such as social impact bonds and social outcomes contracts, if that can help.
We build unique partnerships that span traditional boundaries to focus on the end outcomes that matter most to people. We bring together the experience of communities and professionals to design flexible contracting and delivery models that can continually adapt to deliver better outcomes.
We approach social issues strategically and holistically, treating each one as unique. We seek solutions that can have the biggest possible impact on a large scale. We’re human-centred and user-focused, always involving people with lived experience.
