Cameroon Kangeroo Mother Care Development Impact Bond (DIB) review part two: Lessons from outcomes-based delivery

The Cameroon Kangeroo Mother Care DIB, a social outcomes partnership set up and overseen by Social Finance, was developed following a two-year pilot in Cameroon funded by Grand Challenges Canada (GCC) and led by the Fundación Canguro in Colombia.

Social Finance brought together the Cameroon Ministry of Public Health (MoPH), the lead service provider, the Kangaroo Foundation Cameroon (KFC,) and three international funding and finance organisations: 

  • Global Financing Facility for Women, Children and Adolescents (GFF) at the World Bank (WB), 
  • Grand Challenges Canada (GCC), 
  • Nutrition International (NI) 

As the investor, Grand Challenges Canada CAD 1 million (USD 780k) of upfront capital to KFC, which they used to roll out and fund the initial delivery of the programme. 

Service delivery targeted an improvement in neonatal health outcomes through the delivery of quality KMC in 10 public hospitals across five regions of Cameroon.

This report outlines the lessons learnt from outcomes-based delivery based on: 

  • a review of key documents
  • detailed analysis of operational and financial data
  • interviews with over 30 key programme stakeholders undertaken by Social Finance in December 2020 and January 2021.
