Scaling employment support across Europe
It uses the Individual Placement and Support (IPS) model, offering intensive, individually tailored support to help people to choose and find the right job, with ongoing support for the employer and employee to ensure the person keeps their job. The approach focuses on integrating employment support alongside health treatment; providing rapid, personalised job search; tailoring employer engagement to individual aspirations; and offering extended in-work support.
The IPS employment support approach was originally developed for people experiencing mental health and addiction issues. The approach is now increasingly being implemented in a range of settings including supporting veterans, people with physical health issues and prison leavers.
Using the plans developed by five European countries, we identify three routes to scaling up IPS. We also consider what scaling evidence-based interventions looks like in practice using IPS as an example. Our hope is this report creates an appetite to develop IPS further across Europe and that by sharing the lessons learnt they can be applied by other charities, funders and agencies involved in scaling evidence-based interventions internationally.
